Slavi Pantaleev 01e5514c4b Upgrade mautrix-meta (v0.3.2 -> v0.4.0) and adapt configuration

It seems like the new version does not support a `/metrics` endpoint.
We skip keep the Ansible variables, but they're not doing anything.

If you'd like to make a change to this role, consider making it to the matrix-mautrix-meta-messenger role instead.
