When deploying the runner in a Docker Swarm setup, it can be useful to read the potentially sensitive token from a secret instead of having to pass it from an environment variable. ccureau	341d49a24d	implement act_runner rootless image (#208) ... This PR creates a rootless Docker image that runs both `dockerd` and `act_runner` using `supervisord`. It has been tested locally for a few days and seems stable.
